Is there an inexpensive way to soundproof a house?

I just moved into a rental house that is next to an Air Force Base and we have the planes flying over us constantly. Is there any way to reduce the obtuse noise that is relatively inexpensive and reversible (so that when we move we can leave the house as it was when we got here)?
