What purpose does being deliberately obtuse, rhetorically or otherwise, serve in a debate?

Not so much in a formal debate, but in daily interactions, sometimes people want to imply a thing without having to come out and say it, and they expect you to receive this package, too smelly for them to even say - if you act like you can't read between the lines it forces them to either say it or abandon trying to assign it to you.
