When do consulting fees paid to a congressman constitute bribery?

I heard that nearly 100 milion dollars in consulting fees were paid to one represenative in the first year after he left office for helping to pass the gramm leach bliley act which repealed glass steagall. If this does not legally constitute bribery, then what does?
