Would knowing about another's suicide and not doing anything about constitute as murder?

It can be looked in various ways. It is your duty to report the abuse to someone or to themselves. It is always a good idea to tell someone so that you will know that you did your part. This can also be seen as conspiracy not to murder but to the suicide because of failing to report. Just tell someone and then your part is done.
